Désiré-Cashmir Kolongele Eberande is appointed Acting Cabinet Director of Félix Antoine Tshisekedi Tshilombo following an order published yesterday, Tuesday May 12, 2020, in the evening, on RTNC. Professor of his state and Lawyer at the Kinshasa / Gombe Bar, this native of Bandundu who, since January 2019, has been the Deputy Director of Cabinet, thus replaces Vital Kamerhe, who has become unable to assume his functions, since he is in a case of alleged embezzlement of more than 50 million US dollars intended for the construction of prefabricated houses.
Just yesterday, the High Court of Kinshasa / Gombe, sitting in a fairground in Makala, rejected, once again, the request for provisional release(bail), as requested by the Lawyers of Kamerhe because of the state of his health , according to them, is more and more worrying. One of his co-defendants, Jammal Samih, whose request for bail was also denied, and will also remain in prison.Both, including Jeannot Muhima, the third person involved in the same case, will wait until May 25, the day scheduled for the next hearing, to appear before the judges in this trial which is scheduled long and, apparently, with multiple twists and turns. Meanwhile, Félix Tshisekedi, the man of January 24, 2019, has exercised the option of running his office differently. Since December 2014, Désiré Eberande has been Visiting Professor at the University of Paris 2 Panthéon-Assas (France) Lecturing at the University in International Economic Law in Africa-Diploma, in charge of the Course on “African International Law of Economic Activities and Internal Law: establishment and investments in Africa by foreign companies ”.
Since 2011, he has been Professor of Law at the University of Kinshasa, the Catholic University of Congo and the École Supérieur de Management de Kinshasa (ESMK) in charge of teaching company law, general commercial law, special contract law and criminal business law.
Since 2011, he has been a consultant to the Ministries of Portfolio, Finance, Foreign Trade in the DRC and to COPIREP; Consultant to the boards of directors of several Congolese companies (companies and public establishments) and Trainer in OHADA law, Facilitator and speaker in several symposia, seminars and training sessions on OHADA law organized in the DRC with judicial actors (Lawyers, Magistrates, Bailiffs), private individuals and agents of public administrations.
Professor Eberande has been a business lawyer in the DRC for 18 years, Study of Professor Lukombe Nghenda and Council of several companies and Commercial Banks, specializing in priority areas and performing the following main acts: Since 2012: Director of the Center of Expertise and Business Law News, in acronym CEJADA.
