Many Congolese have no Access to their Bank accounts.
Under the supervision of the Central Bank of Congo (BCC) for a period of 180 days since last June, BIAC is still awaiting its dissolution while savers continue to languish in misery because they do not always have Access to their account. The blockage, according to these shareholders, comes from the BCC. To the point that the file remains stagnant at the level of the justice which should render its judgment since the 4 of December last.
This is a matter of great concern to BIAC shareholders, who, like clients, are eagerly demanding the appointment of a liquidator, as required by law, to ensure that the proceedings can proceed as quickly as possible. To believe the shareholders, this approach is a solution to allow savers to recover the money they have placed in the bank. This solution, it is said, will go through the voluntary dissolution and liquidation of the assets of BIAC so that each interested person can take possession of its deposits.
Alas! Until now, the procedure has remained blocked at the level of the BCC which should solve the dissolution yet legal.
For example, in a press release issued on December 29, 2016, BIAC shareholders reminded the general public and debtors of the bank in particular that any repayment of credit to former members of BIAC Provisional Administration Committee during this period shall be considered null and void.
On this basis, the shareholders remain awaiting the appointment by the BCC of a liquidator, who will be entitled to recover the credits granted. In the absence of a liquidator, the debtor would expose himself to pay his debt again because the legal principle is that “who pays badly, pays twice”, they hammered in the statement.
Still in the same direction, one of the lawyers of the shareholders of BIAC approached, denounced certain maneuvers that would be manipulated by the BCC on the Provisional Administration Committee whose mandate ended on December 25, 2016, in accordance with the order Dated November 25, 2016 to review BIAC’s remedial options.

FORCE DE LA RUMEUR
La rumeur qui en dit tout. Jamais une rumeur n’a été aussi folle !
Nous sommes le Jeudi, 23 Décembre 2016, une forte rumeur gagne Kinshasa, Provinces, Afrique, Amérique et Europe par les voies de bouche à oreille, de la presse audio–visuelle, du téléphone et autres réseaux sociaux, sur la « mort de Franck Diongo »,député national, président du M.L.P, vice président de l’Alternance pour la République et membre du Conseil des sages du Rassemblement, après qu’il ait fait l’objet de torture, en son domicile, par des éléments de la Garde Républicaine. La panique, l’émotion et les pleures ont gagné tous les milieux : au Grand Marché de Kinshasa, les vendeurs ont précipitamment fermé leurs affaires et s’en sont pris aux agents de l’ordre, en ces termes « Si Diongo meurt, vous nous tuerez tous ». En dehors du marché et dans les Universités notamment, la vengeance se préparait et les populations ne juraient que sur le nom de Diongo. Les téléphones des cadres de son parti et des membres de sa famille biologique retentissaient et vibraient, sans cesse, à la suite des appels innombrables, à la recherche de la confirmation et surtout d’un éventuel démenti (voir l’interview que l’Honorable FAYULU a accordée à l’émission TOKOMI WAPI ?).
En Province, particulièrement au Sankuru, les partisans du MLP se préparaient pour la bataille rangée, contre notamment ceux de la CCU de L. Mende. « Comment veut–on qu’on ait tué le seul leader qui nous reste et nous représente valablement. L’assassinant de Patrice Emery Lumumba ne suffit – il pas ? C’est trop ! » S’exclamaient les sankurois et les lumumbistes.
A Kinshasa, la population dénonçait le complot et l’acharnement politique, contre non seulement la personne de Franck Diongo, mais encore le peuple. On voudrait, murmurait- elle réduire le peuple et la vraie opposition (Rassemblement) au silence, en tuant Franck Diongo, « il faudrait qu’ils nous tuent tous ».
Heureusement qu’au soir du même jour, la tension tombera à la suite du démenti présenté et publié dans nombre de chaînes de radio et de télévision. On a frôlé le pire, mais la vérité est que l’on ne limite pas le souverain primaire.
A la cour suprême de justice, cette popularité a été expérimentée le mercredi, 28 Décembre 2016 : une foule de plusieurs milliers de combattants et de sympathisants de Franck Diongo a créé une effervescence. Pour la contourner, la police et les juges ont décidé qu’il entra dans la salle où se déroulait le procès de la honte, par une porte de derrière.
Dehors, ils ont brutalement dispersé la foule. Comme d’habitude, Franck Diongo a, malgré son état psychologique et physiologique, intimé l’ordre à la foule afin qu’elle observe le calme et la paix, en ne réagissant pas contre les provocations de la police.
QUELQUES RAISONS DE LA POPULARITE DE FRANCK DIONGO
Si Diongo bénéficie d’une popularité sans précédent, il faut regarder du côté à la fois de sa personnalité, de son action et de sa moralité. Donnons-en quelques unes des raisons qui nous semblent importantes :
La constance : Franck Diongo est un des rares politiciens congolais constants. Contrairement à la plupart d’entre – eux, il n’a jamais été « vagabond politique ». Il ne court pas derrière les postes politiques ; il a combattu J. Mobutu, L.D. Kabila et J. Kabila. Comme son Maître Etienne TSHISEKEDI, Il récuse toutes les propositions ressemblant à la corruption, à l’achat des consciences et au débouchage. Il jure d’accéder « proprement » au pouvoir, sans trahir le peuple, ses convictions et sa ligne idéologico – politique.
Avocat du peuple et combattant de liberté
Franck Diongo est un véritable Avocat du peuple et combattant de liberté. C’est un défenseur des causes difficiles et justes. Partout où les droits du peuple, des hommes et des congolais sont violés, Diongo est là. Il s’est opposé aux spoliations des terrains PLZ de Lingwala, des espaces sportifs de Lemba et de Masina ; il est intervenu en faveur des travailleurs licenciés abusivement par l’entreprise Pain Victoire, il a défendu les droits des anciens travailleurs de LAC, des agents de l’ex. ONATRA et ceux des étudiants chassés des Universités pour non paiement des frais en faveur de leur réintégration. La liste étant très longue, il n’est pas possible d’énumérer tous les cas. Pour mettre en œuvre cette volonté, il a mis sur pied une structure de gestion des doléances au sein de son parti. Il reçoit toutes les victimes chaque mercredi de la semaine.
Interventions sociales et lutte contre la pauvreté.
Franck Diongo est un véritable assistant social. Sans gérer un poste politico – administratif, il intervient socialement, tous les jours, au profit des personnes démunies ou défavorisées, grâce à son revenu de député. C’est un véritablement altruiste et le « seul qui ne fuit pas ses électeurs ». (E. Ntambwe 2016). Une religieuse de la Paroisse Saint Luc avait déclaré « qu’il est difficile que Diongo devienne riche, étant donné qu’’il s’oublie en assistant socialement les autres » (Kinshasa, 2016). Il assiste financièrement les veuves, les orphelins, les étudiants, les élèves, les chômeurs, les shégués, les sans domiciles fixes, les gagne – petit, etc.
Courage politique et intellectuel exceptionnel
Ce que les uns et les autres pensent si bas, Diongo le dit tout haut. C’est comme qui dirait, la meilleure façon de combattre le sorcier, c’est de le dénoncer à haute voix. « Soki omoni Ndoki belela ». Comme la dictature se nourrit du silence, Diongo et son parti le M.L.P. partent du slogan selon lequel « soki nalobi na kokufa, soki na lobi te na kokufa, nalobampe na kokufa ». (Comme l’écrirait Corneille le Cid, « la mort n’est rien ; vivre vaincu sans gloire, c’est mourir tous les jours »).
Pour ne pas être complice des effets de la dictature, Diongo dénonce et le fait courageusement. Il constitue ainsi un modèle, un homme, un courageux qui n’accepte pas que le mal l’emporte sur le bien, que la fausseté remporte sur la vérité, que la dictature l’emporte sur la démocratie et que le recul l’emporte sur le progrès.
Il le fait bien, étant donné qu’il connaît la question congolaise, en sa qualité de chercheur dans les domaines de la politique, de l’économie et du droit positif congolais.
Bref, Diongo est devenu un des congolais les plus populaires et respectés en République Démocratique du Congo. Il faut compter avec lui au cours des échéances électorales à venir.

The Congolese Minister of Justice, Alexis Thambwe Mwamba, held a press conference on Monday in Geneva (Switzerland) where he is staying. RECRUITMENT OF A CABINET / OFFICE FOR THE DEVELOPMENT OF A PLAN FOR INDIGENOUS POPULATIONS (APP) IN THE CAB5 PROJECT.
The Government of the Democratic Republic of the Congo has received a donation from the International Development Association (IDA) under the CAB 5 project and intends to use part of this grant to make payments Under the consulting services contract for the development of a plan for indigenous peoples (AP).
The overall objective of this mission is to develop an operational plan for the PAs around the CAB 5 network in accordance with the requirements of the World Bank Operational Policy 4.10 to ensure that the development process proposed by the Project, as well as other community members.
The duration of the assignment is two (02) months from the date of the contract’s entry into force.
